I would posit that the “statist East” is more able to adapt by trying to run a meritocracy wherein the best graduates enter government and are rewarded for innovation and eliminated for failures.

However, this post very concisely describes the predicament of Modernity, that the way out is not by moving faster along the same paths. We might be running in circles since nobody sees the big picture. You can’t build your way out of an overly-complex society for the reasons that you provide: cheap energy, stable climate and infinite resources deviate from expectations - they exist in the past, not the future.

I’m looking for a word for people who still have agency.
